ROMANIA BECOMES ONE OF THE FIRST COUNTRIES IN EUROPE TO ISSUE E-HEALTH INSURANCE CARDS

In one of the first and largest electronic health insurance card development projects in Europe, the Romanian Health Insurance Authority (Casa Naţională de Asigurări de Sănătate or CNAS) successfully replaced its previous system with a new platform using ID&Trust’s solution.

As a key step in Romania’s digitalization strategy, government agencies were looking to introduce an electronic health insurance card with a chip that would allow users to prove their social security eligibility in a safe, fast and reliable way.

ID&TRUST SOLUTION

Our task was to deliver a card application for the chip platform provided by our project partner to meet CNAS’s needs. This solution was IDentity Suite, ID&Trust’s proprietary e-identification card platform.

The project involved creating card profiles as well as designing and developing card personalization and supporting systems. We offered expert advice on developing card profiles, including data content and rights. Together with our partners, we managed to deliver the whole project in a record-breaking six months.

The solution allows for a sophisticated distinction between different types of access to personal health information. In practice, this means that the doctors, specialists, paramedics and pharmacists who use the card system all have different rights for managing healthcare data.

The cards were personalized by the Romanian government using the ID&Trust Smart Personalization and Preparation System (SPPS). The solution has also been used for personalizing several other types of documents and cards in Romania.

RESULTS

CNAS started testing the new health insurance cards in 2012 and issued four million cards the following year. The new system ran in parallel with the previous one until autumn 2015, when the new card became the sole means of proving eligibility for public health services for all 19 million Romanians.
